The proposal will see the area expanded from the current hospital, retirement village and hotel expanded to include medical offices, 2500 aged care residential apartments, community spaces, retail, and precincts for wellbeing, education, research, hospitality, aged care and business start-ups. A complex known as the Living Lab will also be developed, which will act as a testing ground for the development of technology that is related to smart living and healthcare. 
Springfield Central Health City will be built on the basis of the area’s current health, education and information technology and lifestyle, by creating a place that encourages movements and creating a community discourse.
“To deliver the future models of healthcare that we aspire to, we have placed significant importance on connectivity and a master plan that will encourage collaboration at all levels,” explained Maha Sinnathamby, Chairman of the Springfield City Group. “From medical staff, researchers and students, through to entrepreneurs, tourists and residents of all ages.” 
Broadway Malyan is an international design firm, working for almost a decade in the Asia Pacific area. Health City marks the company’s first development project in Australia.
“Our approach promotes ease of movement, with a car-lite campus designed to create an open, walkable development, to subtly reinforce a health-conscious environment,” said Broadway Malyan's board director, Ed Baker. “We have used the concept of healthy living as our guiding design principle, focusing on a development that will support and encourage the wellbeing of the people who will live, work and visit Health City.”
Greater Springfield is currently one of Australia’s fastest growing suburbs, with more than $15 billion invested in the public and private sectors of the city. It is estimated that the population will grow from the current 40,000 people to 150,000 by 2035. 
The 520,000 square metre development will have a total value of $6 billion and is expected to be completed by 2030.
