FIRST DEVELOPMENT FOR BRADFIELD CITY AWARDED

The first development in Bradfield City has been awarded, with Plenary set to transform the first 5.7ha land release. This announcement brings a sense of physicality to the new city, with the $1-billion development agreement kickstarting large-scale residential and commercial construction in Bradfield City.
Bradfield City’s First Land Release, also known as Superlot 1, is the first major land release in Bradfield City for the private sector. Through a long-term partnership with BDA, Plenary Group will transform the site adjacent to Bradfield City’s First Building, Central Park, and new Metro station into a vibrant mixed-use precinct.
Plenary will deliver 1,400 homes as part of the deal, as well as commercial opportunities, a university campus next to the Advanced Manufacturing Readiness Facility (AMRF), essential services including childcare and health, a hotel, retail, and a 1,500-square-metre food and beverage venue overlooking the city’s Central Park.
Planning Minister Paul Scully says the development is set to build on the momentum of the opening of the city’s first building, which he believes is “already establishing Bradfield as a hub for innovation with customers across Sydney.”
The First Land Release will provide essential amenity for Bradfield City's first residents and workers, including childcare, retail and a destinational food and beverage venue. It will also prioritise:
- Sustainability initiatives include achieving net zero emissions, on-site renewable energy generation and storage, Green Star and NABERS certified buildings, nature-positive design, and smart infrastructure for connectivity and public safety
- Arts and culture, regular events, and community partnerships to establish a vibrant 24-hour precinct
- Partnerships with local Dharug and other social enterprises to embed social inclusion and local engagement.
Development will roll out in stages over multiple years, generating thousands of construction jobs and sustained demand across civil works, residential construction, commercial building, and fit-out trades. Stage 1 alone, scheduled to be delivered over the next five years, includes public spaces, childcare, affordable housing, a university presence and commercial hubs.
To accelerate the timeline, developments in Bradfield City will be assessed as State Significant Developments (SSD) – a fast-track process reserved for projects with major economic, environmental or social importance to NSW.
Bradfield will be the first city built in Australia in more than 100 years. The 114ha mixed-use city centre is part of Aerotropolis and neighbours the Western Sydney Airport, which is due to open in 2026.
Acting Western Sydney Minister Courtney Houssos describes the city as a globally connected, round-the-clock destination designed to support new industries and jobs for decades to come. And the numbers back it up: once complete, Bradfield City is set to deliver 10,000 new homes and 20,000 new jobs, anchoring Western Sydney’s future in a position where transport, education and industry collide.
